In accordance with State legislation requirements, PBPL manages development at the Port of Brisbane via the 'Brisbane Port Land Use Plan 2020', and an accompanying suite of Technical Standard and Infrastructure Plans.
This plan has been developed, reviewed with community input and approved by the State to ensure that the port’s development is sustainable and responsive to legislative changes and industry dynamics.
Land use plan review 2027 - statement of proposals
The Port of Brisbane Pty Ltd (PBPL) is currently reviewing the Brisbane Port Land Use Plan 2020 (LUP) with a view to adopting a number of changes. These relatively minor amendments include:
- the updating of references to legislation and trade data and other content which is out of date or no longer relevant;
- improving general useability;
- updating PBPL’s Priority Infrastructure Interface Plan, development Codes and precinct mapping within the LUP; and
- the rationalisation of Strategic Investigation Area and the identification additional ‘dry’ areas that have been recognised as Brisbane Core Port Land since 2020.
In accordance with the provisions outlined in the Transport Infrastructure Act 1994, a Statement of Proposals (SOP) summarising the nature of the LUP changes relating to Brisbane Core Port Land has been prepared for a 20-business day public review period from 22 June 2026.

Key stakeholders are invited to review the SOP during a 20 business-day (22 June - 17 July 2026).
PBPL’s planning and environment employees will be available to discuss the proposed amendments at scheduled “Talk to a Planner” sessions at the port Visitors’ Centre on 23 June, 8 July and 15 July 2026 from 9am - 11am.
Alternatively, one-on-one meetings can be arranged by appointment by contacting (07) 3258 4888 during business hours. Throughout the SOP period, stakeholders are encouraged to review the SOP document and are invited to make a submission. For a submission to be accepted by PBPL it must:
- be in writing
- be signed by each person making the submission/s (or enter full name to approve submission in electronic submission)
- detail any comments or feedback regarding the SOP
- be received by close of business on 17 July 2026

The current Land Use Plan:
- has been developed with community input and the oversight of State Government departments and the Brisbane City Council
- has effect over all 'Brisbane Core Port Land'
- includes a strategic plan - outlining key land uses, trade projections and future infrastructure requirements
- divides port land into specific development precincts - including an outline of the key development 'intent' for each
- includes a number of 'Codes' - which specify the development requirements for each development
- includes a 'Contributions Schedule' and 'Priority Infrastructure Interface Plan’ - which specifyinfrastructure charges (where relevant); and
- includes a range of plans/figures/drawings - which help to spatially communicate the developmentvision for core port lands.
